The Constant Theme of Corruption in China
There is a persistent theme of corruption throughout post-1949 Chinese history. In a one-part state, power is in the hands of party members; if you're not a party member, you don't have much power. Without checks and balances, without opposition parties where people get voted in and out, it's very difficult to bring that corruption to power corrupts.
