The Supreme Court's Bivens

The supremacy clause does not make the federal government all within everywhere supreme. It makes the federal government supreme if and only if it's acting pursuant to the Constitution. Even after bivens, states can do stuff; they should pass converse 1983 statutes. Any person under color of federal law violates someone's federal constitutional rights, you know, can can sue.
