The Role of the FBI in the White House
J. Edgar Hoover was being blackmailed by Roy Cohn, who eventually became Trump's attorney years later until he died. They had the goods on each other, and if they were to pull the trigger and take out their rival, they would only be taking themselves out. So when you build up enough, mutually assured destruction in the form of blackmail on one another, at some point you just say, let's party. And that's what they did. There is a long history there. The FBI despises Trump because Trump's lawyer used to blackmail their boss.
