i don't think we can rationally assume that the vegus killer would have stopped at forty 200 people. In fact, with somebody that nihilistic, he may well have gladly killed us all. Or not. We don't know. But we do know there are a lot of very pathological people out there. And historically, there's only been roughly two people at any given time who've been in a position to destroy the world.
