Every phrasal verb is different, which is why it's so difficult to make rules. We don't really say sober as a verb. I think sober is only an adjective. So some of these as well, adding up to an adjective can turn it into a verb. Healed doesn't mean 100% necessarily. It just means it's improved. The sun has kind of started to shine on me now and that's cheering me up. That's making me very happy. To cheer someone up is to make someone happy,. If you're feeling really sad, you need to be cheered up - improve your mood.
