Charles the First and the Barberry Raiders
Charles the first was trying to raise his ship money, partly to build up the Navy so he could deal with this. It was a sort of source of outrage that he had diverted the ship money away from building up the Navy into some other adventure when he should have been dealing with barberry raiders as I understand it. He perhaps needed to show a bit more respect towards the people he was dealing with.
