The idea that the shan would pass more easily is more of an ideology. It's often the minority who is much more sensitive to the differences between their languages than the majority. People weren't blind to ethnic or cultural difference, but ethnic and cultural difference did not qualify for being a citizen in manma, tiland and shan land.
