The Power of Preferences in Science
The idea of a "golden ticket" would allow scientists to bet on promising research projects. They could say they feel so strongly that this is a good idea, I don't care what the average score is. And then they can sort of unilaterally fund it. It only takes a couple or really even one to spot something that will be tremendously valuable and save millions of lives.
