Rouda's Promise to Live Without Welfare, SSI, or Handouts

The incident that sends Rouda back to prison in 2014 is a weird one. It takes place outside of high school, about a 10-minute drive from Malibu Creek State Park. A jogger sees someone passed out in the bushes by the school. Inside his backpack, deputies find gloves, a camouflage mask, and a headlamp. There's a post-it containing bank account information and routing numbers.
