Dorkas calls the thing he oversees a mass grave and Severian's response is, well, the Archon could release him, but who could resurrect those they've killed? He doesn't actually know the context of her whole life. Dorkas even reveals here that the orders of the licker are literally the top levels of the prison. And so yes, she has lost somebody that cuts the scene.
