Is the FTC Trying to Buy Random Penguin Random House?

Penguin Random House, which insists that they call Penguin Random House, but that's obviously the wrong name. And again, the FTC, was it with the FTC or the DOJ? I also don't understand why some of these are the FTC and some of them in the DOJ. But anyway, the US government stopped doing that. The case was based just on the market for advances for best-selling authors. It seemed like actually that was a terrible argument.
