Hamad Bin Khalifa - The Emir of Qatar
The ruling alfani family of Qatar originates from the landlocked region of Saudi Arabia. They share similar conservative religious Sunni leanings as well. When Hamad bin Khalifa became the Emir in 1995, he began to build up the country's institutions. He openly talked about a universal suffrage and set up world-class universities.
