The Department of Justice gets referrals all the time from people, but they don't typically get referrals from a committee that is interviewed 1000 people and has hundreds of thousands of pages of testimony. I think this is more about political messaging. It's a function. The cynical way of saying is it's just a way for the committee to get a big headline in the splash as it wraps up his work. In some ways, it's like when on a several occasions, both Bill Clinton and maybe the first Trump impeachment, the House impeached them. That'd be part of what they remembered for.
