Is It Most Fitting That Mary Is the Mediatrix of All Graces?

I grant that whatever God does of necessity is the most fitting thing. What is most fitting though is often difficult for us to comprehend and the ways of the divine of the Mars. My understanding of the Holy Father's statement seems to be more or less that he thought prudentially it wasn't a good decision, at least not now,. I think we could probably assume that he would think the same about naming Mary as mediatrix of all graces.
