Toulon, the Last Stand for the Federalists
Toulon was the last stand for the federalists. The stores of gunpowder, ammunition and even food were dangerously low. There weren't enough men to properly garrison the city's extensive fortifications. Many people inside toulon felt that if avoiding the firing squads and the guillotine meant collaborating with the british then so be it.
