There's a pervasive sense that sanctions are this risk free way to deal with adversaries and enemies. Part of it also has to do, i think, with the fact that we had, in the twentieth century, a number of experiences that have become, in a way, the epitome of human violence. The incredibly herrific nature of warfare in the last 100 years made it easier for sanctions to pass themselves off as such. But another thing right now is that you start to see that thereis a widespread reluctance by people to put actual western troops into far away places. So when you have this power, it's very tempting not to try and exploit it. Particularly the us.
