Internal Revenue Districts: What They Are and What They Mean
The IRS's authority is reserved to customs duties, not income tax. If the secretary had intended internal revenue districts to apply to income tax matters, he'd have written a regulation that would appear in 26 CFR Part 1. "People who buy the government's income tax disinformation except a simpletons version of income tax," says Treasury Secretary Timothy Geithner.
