To what extent is this driven by dig industrialization and the relocation of manufacturing jobs to the third world? For places like Detroit, Cleveland, Milwaukee, a good deal of it is driven that way. If they're like little standard capital cities then let them move out... I would say give them a train ticket. So neoclassical economic spending in all its forms has gone mad. It's just like giving every resident of New Orleans a voucher instead of rebuilding infrastructure after Katrina. Maybe we should just give every resident ofNew Orleans a voucherInstead of rebuilding Infrastructure rather than letting it sit there for decades.
