Are You Creating Journey Maps Bottom Up or Top Down?

In every project proposal it would be mandatory to explain how your project links to the journey. Without putting any journey map in place first. The reason I'm saying this is I think this will create a demand and it will create resistance, but people will start looking for information. And then I think they will start to grow a need for having something reusable,. Having something centralized, having something that's up to date.
