In the 19 eighties and going into the nineties, crack cocane was an epidemic in black communities. The media did a great job of like, dehumanizing qu crack heads as almost like zombes m. It's very much like meth to day, has kind of more of hold on he rural white communities. So this would have probably come from the early eighties when federal rules about asset seizure and forfeiture were changed.
