The tricellar and ships were actually launched like five years ago. They didn't even wait until they knew for sure that it was going to be Chang Sheen. So I don't think you can put it squarely on her shoulders because humanity could have zigged instead of zagged, but humanity as a whole chose her. And that's sort of exactly what the enemy expected.
