GPWS - What Is the Cause of the Accident?

Air traffic control could not suspend operations at an airport in Peru. The decision of the flight crew to penetrate the storm, it having been detected on a weather radar aircraft approximately hundred ninety miles in advance was what triggered the GPWS. Severe hail causes obscuration of the front windows of the aircraft and total losses situational awareness. It wasn't that far from the airport. But I guess they could see the weather. They should have raised the red flag a little more.
