Kon is simply saying that once again we have a universal moral duty which is a negative duty the duty is simply not to harm or otherwise molest anyone who passes through our territory and so that's roughly the picture of his federated alliance for bringing forth a perpetual peace. But what Kant means by a republic is very different from how say Machiavelli uses the termMachiavelli basically sees a republic as a form of government that sort of it respects the manifestations of the three different types of power in society.
