Is the Florida Education Act a First Amendment?

The law goes into effect on July 1. Opponents of the bill have pledged to challenge it in court. The state legislature can set forth the curriculum for schools that are run by the state. Nothing in title nine says there has to be sex education in second grade. It's not a violation of anybody's first amemdment rights.
