Immigration Policy - 9-11 and the Dream Act
The Dream Act was first introduced in summer of 2001. The most important thing from a policy perspective is that the INS, the Immigration and Naturalization Service gets reconstituted as three separate agencies. Deportations are rising through the 90s, but we don't have anything close to the scale that we get by the end of the Bush administration. But legislatively speaking, 9-11 does nothing.
