Libya is effectively a failed state, divided between governments and militias. It's had kind of a growth in the smuggling business, like human smuggling business. Money has been pumped in to equipment training done for the Libyan Coast Guard. And then also money is being spent through the UN agencies to improve conditions in the migrant detention centers.
