Are There Policies That Say, Hey, Here's Money Just to Explore the Idea?

Are there policies that say here's, we'll give you money to sort of come up with an EV charging plan or to explore EV charging infrastructure? There have been funding programs that basically funded the preliminary electrical and scoping work that needs to be done. In many cases, what needs to happen is the condo or the apartment needs to develop some sort of charging policy.
