The second half of deuteronomy 27 is a covenant ceremony. The people are going to engage in this formal ceremony where they call down these curses upon themselves if and when someone violates the covenant stipulations that we've read about through the body of the book. My understanding, and jim can correct me if i'm wrong, is that verses 11 through 14 describe different tribes going to different mountains,. These mountains represent blessing for keeping the law, or the curses for disobeying the law. Mount ebal representing the curses. So that's my understanding, is that yu've got the tribes split up as part of this ceremony, representing blessing and curse, obedience and disobedience.
