The Importance of Human Intelligence in Customs
Customs official says it is very difficult to zero in on 3-4 passengers from the 200 or passengers on that flight. This makes it all the more important for customs department to rely upon what we call human intelligence, which comes from a diligently built network of informers within the country and outside. They get rewards, government has reward scheme and it is a very lucrative reward for informers. An officer cannot expose an informer to other officers also. He will do for me only, not for any other officer. It took about 6 or 7 months for me to cultivate one informer in the way.
