i've really found myself asking just why did you have didn't the legislators of the universal law make this decision and i think part of it is uh well because there might be a sort of deference to the possibility of particular law there. There's something to the idea that making a lot of laws that you can't enforce does sort of erode the rule of law we have talked about that before, he says.
