The Roman Empire - It Doesn't Have to Be the Leader
It doesn't also have to be the leader. Julius Caesar and Octavia and Augustus, neither of them were actually emperor. They were just dictators until Trajan, Tiberius makes himself emperor. And that kind of speaks to how that not all evil empires are planned. Some of them just kind of happen. It's always odd to think who like the person that made it is.
