The Challenges of Siber Weapons in National Security
M i think that this is a particularly difficult area to report on, in part because, for very important reasons, the activities of the government are not themselves something that we can openly talk about. Being able to conduct siber operations requires an intimate knowledge of the system that you are targeting. The idea that you can build an arsenal of ciber weapons, and that gives you this idea that like, we have a warehouse somewhere of a whole bunch of siber jadams, is not a good mental analogy to use when we're talking about siber.
