The holy spirit is regarded as the author of miraculous, carismatic gifts. This this includes mir clous healings and especially speaking in tongues. In scripture, i don't believe that you would arrive at any such conclusion in holis in holy scripture. The work of the holy spirit was to create the possibility of a new testament revelation. We are told that the holy spirit acts as a as a counsellor, a comforter and as an advocate.
