The White House feels continually optimistic, they say, just because talks have continued to progress. Republicans and House Speaker Kevin McCarthy have pointed out that both sides continue to be completely miles apart. The bigger question here is which side will blink first and say, okay, I can give up a little bit on what I had wanted to get out of this process, or are you going to do that first?
