In the face of a system that has completely excluded you, these people were forced to illegal acts like thievery. This only contributed to more stringent efforts to ostracize these people. And it would contribute to this culture of hatred and resentment. It was at this time too that the police, as an institution became really an autonomous and powerful force in enforcing a racial order. These ethno states could then prosecute those that didn't fit that mould. All these other nations kind of had the same desire, motivated by their anti semetism and their race thinking,. They wanted some of that for themselves.
