The decision making around performing what I would call kind of the strategically impactful offensive cyber operations rests at really high levels and is often a political decision, rather than a military one. It's not clear that it's very easily kind of unified and directed towards a military objective in the Russian system. And so as you kind of look through that timeline, you can see how there's just a lot less familiarity with target. There's a lotLess familiarity with exercising. Then finally, in Russian information warfare thinking in doctrine, the quote unquote initial period of war is foundational. So this really does demonstrate the value in some respects of time on target.
