Is P K M a Personal Knowledge Management Tool?

Pekm is a way of externalising what we have and that is all that matters. It's not managed but sortid, well, i don't know where stuff is. And tools that are seen as non they're any tool can be a personal knowledge management tool. So you could write on a post anda, write on your hand on a piece of paper.
