Is the Ensemble Method the State of the Art in Partisan Gerrymandering?
Rucho: The ensemble method is superior to the one person when vote standard. Rucho: I think part of the strategic mistake of the people who were on my side arguing and favor of just the stability is reliance upon the efficiency gap. He says there are two questions that need to be separated, how do we understand and articulate the constitutional standard for partisan gerrymandering? And then there's the question of how do you prove the constitutional standard, he adds. "I have not looked at that myself to provide a definitive answer"
