Doctors teamed up with like-minded lawyers and set out to reform abortion laws at the state level. More than a dozen states passed reform laws in the late 1960s and early 70s, and four states legalized abortion outright. Almost immediately as states revised their laws, anti-abortion activists began to mobilize. Most of them were Catholic. So they were really the only stalwart opponents to abortion.
