How to Build a Community of Viewers

The goal of a shorts feed is to be really surprised by what you see. With long form content, it's a lot more intentional to click a title in thumbnail and say I have chosen to be here for perhaps an extended period of time. And with 97% of your views coming from non-subscribers, that's not actually in my opinion, an issue unless you think it's an issue. If you're trying to build a community, then you're gonna have to create new styles of content.
