Necker, the Miracle Worker

Necker faced with a decision, side with parliament or the third estate. Historian john dalberg acton believes that necker's actions were fueled by fear and fear alone. Necker had made no declaration about how the body would vote. One bomb may have been diffused, but another was still ticking. In nothing was the incompetence of necker more clearly shown than his refusal to decide in advance whether the new body should vote by order as it had in 16 14, or by member.
