Czar nicholas the second did not want a national duma. The hasty update to the fundamental laws that we call the constitution of 19 six reaffirmed most of his absolute powers. As the first session of the doma approached in april 19 o six, the czar directed much of his angry distaste at prime minister serge vitta.
