The Head of State in Australia

Head of state doesn't appear in the Australian Constitution. The monarch is limited to making basically one decision of consequence only. In that sense, they're not a ruler. All they can do is decide whether the government can remain in power or not. Most of the time they allow the government to remain in power, because there's no good reason to remove them.
