If the risk was inevitably so unchangeably going to go higher, yer. then there's a smaller future, and it's more important if there's more risk now. So i think it would make sense to use the size of it as a proxy for how many percentage points you can lower it by. If there's 50 % exocential risk, it's probably easier to lower it by half a percentage point than if there's only one percentage point in the century. But actually the argument i'm making though, i was looking at the value of lowering exotential risk by a given fraction.
