Do We Want Technological Competence Without Comprehension?

Darpa has gotten into the act with a new initiative for so called explainable a i, which seems to be directed precisely at this issue. Is that a good idea? I think it depends on how it's done. Should we try to make persons out of these explaining as i think no. They can explain their reasoning to us, so then they can develop their own imaginative curiosity and eptestemic galls. Are we sure we want to do that? It's going to blur the lines of moral responsibility because they don't have skin in the game. And we want the people who make the decisions that really matter to take moral responsibility for them.
