The Only Winning Move Is Not to Play

As Whopper narrows in on the launch codes, it begins playing tic-tac-toe. Game after game ends in a tie. In a tie, everyone is equally dead. The only winning move is not to play. It's such an obvious answer, but one that all the big adult brains running around NORAD couldn't possibly consider.
