Aristocracy and the Merchants
In ancient times, the merchant class was never seen as fit to rule or hold any sway over society. Socrates puts this quite plainly: love of money and adequate self-discipline in its citizens are two things that can't coexist in any society. The best merchant is the one who fulfills the desires of the greatest many and therefore makes the greatest profit. And against that sort of aristocratic rule, the masses of people who have very little will naturally rebel and establish a democracy.
