Is There a Symbiotic Relationship Between Twitter and Content Creators?

Twitter has never had a symbiotic relationship with content creators. If they wanted to do something about this, we all know they could. It does feel more of like, is it the independent journalist platform? Because from a video creator perspective, for me, it's the incentive of the user that I'm concerned about.
