Introduction
The equalization programme takes your federal tax dollars and distributes them between the provinces. The purpose is to establish an average level of what is called fiscal capacity, and then make sure that no province is low that by the federal government sort of topping them up. So when p talk about o british columbians or albertons or ontario is giving money to quebec or alberta's giving money to somebody else, it's not true. Alberta, the province, is giving exactly zero dollars to other provinces.
