Is a Pitch Clock Needed at the Minor Lea Level?

i bet clustering is the main thing, but it's probaly a couple of different things these days. Maybe managers also use that as an opportunity to rest their starters and put in true bench guys. So i guess there is a tendency for pitchers to slow down without a pitch clock or we wouldn't be in this situationwhere we have more time between pitches. But if you could instil respect for the pitch clock as coming up through the miners, and pitchers get accustomed to that tempo, then maybe you wouldn't actually need the pitch clock. What do you think?
